How we will measure our priorities

For each priority described in this plan, we have identified a list of outcomes.

These outcomes align with our borough plan and make it clear what it is as an organisation we are aiming to influence and change.

Whilst the actions to achieve these outcomes are not directly indicated in this plan, they will emerge out of our various other plans and strategies as defined in the council’s golden thread. 

By 2040 we want Bolton to be a thriving borough, where people want to live, work, study, invest and visit.  

The growth plans for Bolton

Six growth locations have been identified across Greater Manchester as part of our integrated pipeline for growth. Each growth location has a distinct focus and relates to specific local areas.

Growth locations linked to Bolton

  • NorthFold: Transforming the town centres of Bolton and Wigan, leveraging thousands of new homes to drive improved transport connectivity across the boroughs and the wider network, and a new Health Innovation Campus linked to the Royal Bolton Hospital. 

Commitments for Bolton

Commitment 1

We will better connect our communities, creating at least two new bus routes, linking need to opportunities in Bolton, increasing employment opportunities for residents and boosting economic growth, these routes include:

  • Bolton interchange to Middlebrook, there is currently no direct route to this retail park.
  • East Bolton (Tonge and Breightmet areas) to Logistics North via Great Lever.

Commitment 2

Create a Bolton Mayoral Development Corporation to drive forward growth in Bolton Town centre, new jobs, new homes and supporting the ambitions for the NorthFold Growth Location work between Wigan and Bolton.

Commitment 3

Begin regeneration of Hulton Park alongside progressing a bid to host the Ryder Cup Tournament. Embedding sport, leisure and economic growth in the ambitions for this area will create jobs, economic growth and more than 1000 new homes. The regeneration of Hulton Park will help to secure long term investment and improved infrastructure into the area.
